Jose Francisco (Frank) Muñiz, born to Lorenza and Alberto Muñiz on July 24, 1957, in El Paso, Texas, passed away suddenly at his home in Acton, California, on Martin Luther King Day, Monday night, January 15, 2024, surrounded by his loving family. He was 66 years old.
Frank, as he was affectionately known, is survived by his devoted wife of 43 years, Elva Muñiz. Together, they shared a profound love that endured the test of time. Frank’s legacy also lives on through their two children, Rosario Muñiz (Amado) and Francisco Muñiz Jr. (Sandra). Frank was a cherished grandfather to his six grandchildren, Genesis (11), Linda (7), Rosemary (6), Francisco (5), Mario (3), and Yosiah (1).
Born as the fourth of five siblings (Mario, Rosemary, Lori, Ramon) and raised in East Los Angeles, Frank understood the value of education from a young age. He attended Benjamin Franklin High School, where he excelled academically and demonstrated his leadership skills, graduating in 1975.
Following in the footsteps of his late brother Mario, Frank was admitted to California State University Northridge (CSUN) as an Educational Opportunity Program (EOP) student. He earned a Bachelor of Arts degree in Mexican American Studies, graduating cum laude in 1980. During his time at CSUN, Frank committed himself to serving others and became an active member of various organizations, such as Movimiento Estudiantil Chicano De Aztlan (MECHA), Theatro Aztlan, Ballet Folklorico Aztlan, and Operation Chicano Teachers. He remained deeply devoted to mentoring countless students, helping them realize their potential and achieve their educational goals.
Frank’s path intertwined with that of Elva Rangel (Muñiz), a fellow student at CSUN. Their friendship blossomed into a profound and loving relationship, leading them to exchange vows in 1981. Together, they shared a remarkable partnership and an unwavering commitment to uplifting their community.
With a firm belief in the transformative power of education, Frank dedicated his life to empowering others. He touched numerous lives as an adjunct faculty member for Chicano Studies, leading the Chicano Outreach Fieldwork class. As a founding member of the Chicano Youth Leadership Conference, he impacted thousands of first-generation high school students, instilling in them the spirit of resilience and the courage to pursue their dreams.
Throughout his career, Frank has held several influential roles, showcasing his dedication and passion for education and community development. In 1980, he served as the Assistant Director for EPIC (Educational Participation in Communities), where he actively worked towards fostering educational opportunities for individuals from diverse backgrounds. Under the esteemed leadership of Jose Luis Vargas, Frank also served as an advisor for Student Affirmative Action, contributing to the advancement of equal opportunities within the educational system.
In addition to these notable positions, Frank’s dedication to student success is evident in the various roles he held at CSUN. From 1981 to 1983, he served as the Director of the Retention Referral Center, where he focused on supporting students in their journey toward degree completion. Following that, from 1983 to 1987, Frank assumed the role of Coordinator of Retention Services: Student Affirmative Action, further advancing his commitment to equal opportunity and student success. From 1987 to 1995, he served as a Supervising Counselor at the Advising Resource Center, providing guidance and support to students navigating their academic paths. Additionally, he served as the Coordinator for the Faculty Mentor Program at CSUN, demonstrating his dedication to fostering meaningful connections between faculty and students.
From 2010 to 2024, Frank assumed the role of Director for the TRIO Student Support Services Program. In this capacity, he played a pivotal role in empowering students from underserved communities, helping them overcome obstacles and achieve their academic and personal goals. Through his leadership and guidance, countless students were able to unlock their potential and thrive in their educational journeys.
Not content with just these accomplishments, Frank went on to found the Institute for Leadership Development and Education (ILDE), an organization committed to providing free early childhood education for low-income families. This initiative demonstrated his unwavering commitment to ensuring that every child, regardless of their socioeconomic status, has access to quality education.
Frank’s remarkable career trajectory and unwavering commitment to education and student success make him an exemplary leader and advocate for positive change within the community.
Driven by a passion for continued growth and learning, Frank pursued advanced degrees to enhance his knowledge and expertise. In 2012, he earned a Master of Arts in Public Administration from CSUN. His commitment to educational excellence propelled him further, and in 2017, Frank obtained a Master of Arts in Higher Education from the University of Southern California (USC).
The family was of utmost importance to Frank Muñiz. He cherished and prioritized spending time with his beloved children, grandchildren, siblings, nieces, and nephews. Frank’s genuine love and care for his family created a deep bond that brought them all together. His vibrant personality, filled with humor and warmth, ensured that there was never a dull moment in his presence. Frank’s infectious laughter and quick wit brought joy and comfort to all who had the privilege of knowing him.
The Muñiz family will forever hold cherished memories of the extraordinary moments shared with Frank. From family gatherings to everyday experiences, he made every occasion a memorable and special event.
Frank Muñiz leaves behind a legacy defined by his passion for social justice and commitment to educational equity. His remarkable influence as a mentor, educator, and advocate will continue to inspire generations to come. He will be dearly missed by his loving family, friends, and the countless lives he touched.
A visitation for Frank will be held Wednesday, February 14, 2024, from 5:00 PM to 9:00 PM at Eternal Valley Memorial Park Mortuary, 23287 North Sierra Hwy, Newhall, CA 91321. A funeral service will occur Thursday, February 15, 2024, from 10:00 AM to 11:00 AM, 23287 North Sierra Hwy, Newhall, CA 91321. A committal service will occur Thursday, February 15, 2024, from 11:00 AM to 12:00 PM at Eternal Valley Memorial Park, 23287 North Sierra Hwy, Newhall, CA 91321.
