DESCRIPTION: The Planning and Preservation Commission on October 4, 2016, approved Conditional Use Permit 2016-004 (CUP 2016-004) that allowed for an existing beer manufacturer/micro-brewery use to expand its manufacturing production, wholesale/distribution and on-site sale of craft beer located at 425 Park Avenue, onto the neighboring industrial space at 421 Park Avenue, under an existing Type 23 ABC license. The CUP further allowed modifications to the hours and days of operation of the ancillary tap room for tastings (as permitted by ABC for craft breweries), allowing the brewery to be open: Monday through Thursday from 11:00am to 12:00am and Friday through Sunday from 10:00am to 12:00am. Additional allowed uses under the approved CUP included on-site staging of a food truck; conditionally allowed minors on the premises; the sale of pre-packaged foods; continued retail sale of merchandise; six (6) special events per calendar year with associated beer sales in the parking area (per ABC rules); operation of beer leagues; and pets in the tap room.
Expansion onto the adjacent property never occurred. The current brewery and retail operator, the San Fernando Brewing Company wishes to expand its customer parking onto the parking area serving 421 Park Avenue when the business at the adjacent property is closed for the day (in the evenings and weekends). CUP2026-003, allows the above expansion and revisions to the surface parking, patio dining, and food truck location.
ENVIRONMENTAL
REVIEW: Pursuant to the California Environmental Quality Act (CEQA), the approval of the proposed project is exempt from further environmental analysis under a Class 1 Categorical Exemption (Section 15301), Existing Facilities. The project consists of minor alterations to an existing private facility with expansion of parking onto existing surface parking and revisions to the surface parking, food truck, and outdoor seating layout.
The City of San Fernando strongly encourages your participation. Interested members of the public may provide verbal comments or written comments regarding any aspect of the proposed project during the public hearing on this matter. This Ordinance was duly introduced for first reading at the City Council meeting of April 6, 2026, and was presented for a second reading and adopted by the City Council at the regular meeting of April 20, 2026. The provisions of the Ordinance to amend the San Fernando Municipal Code Section. 2-614 (d); Section 90-71 (a); Section 62-27; and Section 54-57 (a) to remove the registered voters status requirement for eligibility to serve on City Commissions pursuant to Government Code section 1020, subdivision (b): “Notwithstanding any other law, a person, regardless of citizenship or immigration status, is eligible to hold an appointed civil office if the person is 18 years of age and a resident of the state,” as amended to modify those Sections for consistency in wording and to remove the phrase stating that the term of office for each member shall be one year relating to the Transportation and Public Safety Commission in Paragraph (a) of Section 90‑71. This Ordinance shall go into full force and effect at 12:01 a.m. on the thirty-first (31st) day after its passage. Copies of this Ordinance are available through the City Clerk’s office for examination and purchase by the general public.
